Brecon Man Jailed for Multiple Child Sex Offences

A man from Brecon has been sentenced to 15 years in prison after being convicted of serious sexual offences against a young girl. 

Paul Lewis, 72, of Pen y Fan Close in Libanus, Brecon, was found guilty following a trial at Merthyr Tydfil Crown Court. He has now been handed a lengthy custodial sentence for multiple counts of rape, grooming, and indecent assault.


The court heard that the abuse began in the 1980s when the victim was just nine years old. Over the course of more than eight years, Lewis subjected her to repeated acts of grooming, rape, and indecent assault. The victim eventually escaped at the age of 17. 

During proceedings, she bravely testified about her ordeal, describing the lasting impact of the abuse. In her statement, read aloud in court, she said: 

“I was just a little girl when the abuse started. For so many years I wanted to report the abuse and rapes to the police but didn’t have the strength and courage to do so.” 

She also revealed that she continues to suffer from nightmares, flashbacks, and has been diagnosed with Complex PTSD, which has profoundly affected her life and her family.

Lewis was convicted of three counts of rape, including one involving a victim under the age of 16. He was also found guilty of inciting a child to commit an act of gross indecency and four counts of indecent assault on a minor under 16. 

Judge Jeremy Jackson, presiding over the case, noted Lewis’s lack of remorse and repeated dishonesty during the trial. He highlighted that Lewis had denied all charges despite overwhelming evidence and had lied multiple times in police statements and court proceedings. 


In delivering the sentence, Judge Jackson expressed strong disapproval of Lewis’s attitude, stating that he had shown “no remorse” for his actions. The judge imposed the maximum sentence available, with a minimum term of ten years to be served before Lewis is eligible for parole. 

Witnesses in the courtroom reported that Lewis smiled and blew kisses to his partner and daughter in the public gallery during sentencing. He was also seen mouthing the word “liars” at the victim’s family. 

As part of his sentence, Lewis will remain on the sex offenders register for life and is subject to a sexual harm prevention order prohibiting him from contacting any child under the age of 16.

This is not the first time Lewis has faced criminal charges related to child abuse. In 2004, he was convicted of possessing and distributing indecent images of children. Police discovered 11,539 indecent images and 208 movies depicting child abuse in his possession, along with evidence of his involvement in 738 child pornography chatrooms and groups. 

For those offences, Lewis received an 18-month prison sentence and was ordered to register as a sex offender for ten years.

Detective Constable Nicholas Murray said:

“Paul Lewis is a dangerous individual who preyed upon his child victim with absolutely no regard for her wellbeing.

I commend the bravery of the victim in coming forward to report his actions, which was instrumental in helping bring him to justice.

I hope this sentence brings some comfort to the victim and their family, all of whom have been through a harrowing ordeal.”
